They can be as long as they are 25 years old to the EXACT month. Hence not all 1989 gt-r 32s are legal.

Okay, that's what I though, I know of some 32s 33s and 34s here.

State legal is easy to do. Federal legal is nearly impossible to do unless its a motorex car. It can still be seized if it's not federally legal. Doesn't matter if it's state legal or not.
